Hydraulics

Hi, I'm in the process of restoring my TED20, When I got it the Hydraulics were stuck in the fully raised position. I've freed off the cross shaft. But now no Hydraulics. The control valve is moving. But no oil is coming upto the top cover. Any ideas.
